School in Need of Improvement

Federal legislation created the No Child Left Behind (NCLB) Act with the intent of providing all public school students in the United States with high quality education. NCLB makes Adequate Yearly Progress (AYP) towards being proficient in Science, Reading, and Mathematics a priority. The goal is to have all students demonstrate proficiency regardless of individual circumstances in Reading and Mathematics by the year 20 13.

In New Hampshire, proficiency is measured by student performance on the New England Common Assessment Program (NECAP) tests that are given each fall to students in grades three through eight and grade eleven. Additionally, an assessment is given in Science for grades four, eight, and eleven every spring. Student performance on NECAP Testing determines if a school makes Adequate Yearly Progress (AYP). Schools must demonstrate AYP with its overall population and with all disaggregated groups. Disaggregated groups are students that share common characteristics. The groups are ethnic subgroups, educationally disabled, economically disadvantaged, and non or limited English Proficient learners.

Overall, the students of Inter-Lakes Middle Tier performed very well on the 2007 NECAP assessments, attaining an index score of 90.1 in reading and 82.5 in mathematics. Inter-Lakes Middle Tier, as a whole, met the requirement for AYP. Unfortunately, one subgroup (educationally disabled) attained an index score of 65.1 in reading. Although this was an increase over last year's score (58.8), the educationally disabled subgroup at the Inter-Lakes Middle Tier fell short of the target score and was identified as not making AYP. Due to the fact that this was the second year in a row that the Inter-Lakes Middle Tier did not make AYP in reading, it was identified as a School in Need of Improvement.

Schools identified as being a School in Need of Improvement are required to write a School in Need of Improvement Plan which is submitted to the New Hampshire Department of Education. In year one of Inter-Lakes Middle Tier's designation, and every year thereafter, Inter-Lakes Middle Tier is required to offer school choice to families. additionally, in year two, students who qualify must be offered the opportunity to  access Supplemental Educational Services.

Based on the fall NECAP of 2008, ILMT made AYP in reading in 2008-2009 with the overall student population and with all disaggregated subgroups including the educationally disabled. Unfortunately, student achievement in mathematics in the subgroups of educationally disabled and economically disadvantaged was not sufficient enough to make AYP. ILMT created a plan to address the added area of mathematics as an area of improvement as they continued to work to improve student achievement in reading. School choice and Supplemental Educational Services as required by the State of New Hampshire were offered for the 2009-2010 school year.

In the fall of 2009, students at ILMT once again took the NECAP assessments in reading and mathematics. Students of ILMT made AYP in reading and mathematics as a whole and in all disaggregated subgroups. Due to the fact that it was the second consecutive year that ILMT made AYP in reading, it no longer is designated a School in Need of Improvement for reading. It still is designated as a year one School in Need of Improvement for mathematics. Based on that designation, ILMT is required to offer school choice and to update their School Improvement Plan to continue to address improvement in mathematics instruction for the 2010-201 1 school year.

Based on the fall of 2010 NECAP administration, the overall population of ILMT made AYP in both reading and mathematics. The disaggregated subgroups of students with educational disabilities did not make AYP in either reading or mathematics. Based on the fact that this disaggregated subgroup did not make AYP, ILMT is classified as a year 2 School in Need of Improvement in mathematics. ILMT has revised its School in Need of Improvement plan to address continued improvement to promote student achievement in mathematics. School choice and Supplemental Educational Services as required by the State of New Hampshire were offered for the 201 1-2012 school year.
